Instituted 2 April 1939. (1939 1945 issue). Constructed of silvered bronze, on loop for suspension from its period original ribbon, consisting of a Cross Patte with ribbed arms finished in blue enamels and joined through the quadrants by stylized rays, the obverse bearing a central circular oak leaf wreath, overlaid by a German national eagle clutching a wreathed mobile swastika over a
