From what I can tell it is an extremely rare one

I found these a bit tarnished but they polished up with no effort at all

The post/stand I believe is a Victorian-era cast iron receipt punch/holder

but holding fine

I've had one other of this ilk though of a slightly different form but that was three or four years ago and this is the only other I've come across since.
