They are tin spinning toys, sold by Hochschild, Kohn & Co. Department Store in Baltimore (opened 1897) in its earliest days, c. 1900 I believe, with a flag at the top of the bird toy bearing the store's name and location. Hold them upside down by their twisted and looped wire handles and the rings and bird will fall (or spiral in the case of the bird) to
