It looks to my eye (with magnifier) like it was stencil painted then varnished over, with the tiny U. S. A painted by hand. There is a faint mark at lower right, really only visible in a certain light, that looks to me to read "Sunken Gardens," so perhaps this was a souvenir from St. Petersburg, Florida?
