I am not entirely certain if this doll is vintage or antique

I believe specifically made as a stand for the circus elephant

with his colorfully booted or sandaled feet doing the same at the bottom edge

Around the perimeter of the footed base are two inlaid hearts, one inlaid diamond, and a second cutout diamond where the inlay appears to have been lost.
